Problem Description
The locations of Cisco IP phones with MAC addresses that start with the digit 9 are not discovered successfully by Cisco Emergency Responder (CER). Emergency calls from these IP phones are treated as configured by the administrator for the default ERL by Cisco Emergency Responder.
Background
A Cisco Emergency Responder issue was recently exposed after Cisco began manufacture of IP phones with MAC addresses that start with 9. Prior to 12/04/09, no Cisco IP phones were manufactured with MAC addresses that start with 9.
Problem Symptoms
Cisco IP phones with MAC addresses that start with 9 are not discovered by Cisco Emergency Responder (CER). These phones do not show up on any of the screens in CER including Switch Ports, IP Subnets, Unlocated Phones, and ERL Debug Tool. However, if these phones are added as Manual Phones, they are listed under the Manual Phones list.

Customers with Cisco Emergency Responder 1.X must upgrade to Cisco Emergency Responder 7.X and install the file mentioned below.
Customers with Cisco Emergency Responder 2.0, 7.0 or 7.1 must download a small file from Cisco.com and install it on all Cisco Emergency Responder servers (publishers and subscribers). Registered customers may download the temporary patch at these locations:
Cisco Emergency Responder 2.0(X) (registered customers only)
Cisco Emergency Responder 7.0(X) (registered customers only)
Cisco Emergency Responder 7.1(X) (registered customers only)Note: The changes installed by these files are NOT preserved in a subsequent upgrade, so the appropriate file must be reinstalled after an upgrade with any version of Cisco Emergency Responder 2.0. Cisco Emergency Responder 7.0(3b) and 7.1(1a), which are currently available on Cisco.com, contain the permanent fix and customers do not have to take further action after installing these versions.
Solution
Customers with Cisco Emergency Responder 7.0 or 7.1 must download the permanent fix from Cisco.com and install it on all Cisco Emergency Responder servers (publishers and subscribers). Registered customers may download the fix at the following locations:
