Problem Description
There is an issue related to the ability for an SCE1010 and SCE2020 that runs SCA-BB version 3.0.6 installed with Protocol-Pack #15 to reload. Specifically, this refers to Cisco Bug ID CSCsx32636 (registered customers only) - SCE running SCA-BB 3.0.6 fails to reboot after installed with PP#15.
Background
If you reload an SCE that runs SCA-BB 3.0.6 with PP15, it results in three consecutive reboots and the device eventually boots in Recovery mode.
Problem Symptoms
If you use SCA-BB version 3.0.6, avoid the use of further Protocol-Pack #15 since any reload of the device, either intentionally or sporadically, results in three consecutive reboots and eventually causes the device to boot in Recovery mode.

Solution
These are the solutions you can use in order to resolve this issue.
Note: Attempt the solutions in this order.
- Upgrade to a later SCA-BB version, such as SCA-BB 3.5.0.
- Download and install the fixed version - Protocol-Pack #15p1. The target release date is February 22, 2009.
- Rollback to a previously used Protocol Pack.
In the event you prefer to revert to a previous protocol pack, the SCA-BB 3.0.6 PQI file must first be installed. Then the policy must be applied. The policy must be cleaned of any residuals of DSS left by the previous Protocol-Packs installations. See Cisco bug ID CSCsx32636 (registered customers only) for more information. Then the desired Protocol-Pack can be installed.
Workaround
Note that it is not recommended to stay installed with the current Protocol-Pack #15 on top of SCA-BB 3.0.6.
However, if you choose to keep the current installation and a device eventually boots in Recovery mode, complete these steps in order to restore the system to operational mode.
Important Note: The suggested procedure deletes a configuration file that holds the entire Policy configuration. If you delet this file, it implies that after the next reboot, the device recovers without any SCA-BB application loaded. This procedure must be performed only in case a SCS-BB 3.0.6 device installed with Protocol-Pack #15 is already in Recovery mode.
- Run this CLI command:
SCE2000#> delete /system/p3hidden/config/applcfg.txt- Reload the device.
- Install 3.0.6 PQI.
- Install Protocol-Pack #15p1 or other if preferred.
- Apply previously saved policy. This also restores the deleted applcfg.txt file.
