Problem Description
Upgrading to SCA-BB 3.1.5 PP#12, using a policy taken from the listed below versions may fail.

Background
PP#10 introduced the protocol ICQ Voice with the signature bearing the same name. In later versions, the ICQ Voice was added to the ICQ VoIP protocol.
Trying to upgrade the old policy, a duplication of the protocol element with the signature ICQ Voice occurs as it appears both in the ICQ VoIP protocol and in the obsolete protocol ICQ Voice.
Problem Symptoms
Upgrading the aforementioned policies will yield an SPQI failure indicating an error of a duplicate protocol.
Workaround/Solution
Solution:
To resolve the error please upgrade the versions mentioned in the Problem Description section to pertinent Protocol Pack #13 before saving the policy for further use.
Workaround:
If the above solution is not feasible please follow the below procedure.
Upgrade procedures to 3.1.5:

Open the Policy with SCA BB 3.1.5 GUI

Manually remove the ICQ Voice protocol element from the ICQ VoIP protocol

Apply the fixed Policy to the SCE

Install SPQI 315ppXX
-
Retrieve the Policy - it is the policy upgraded with the new 315ppXX dss
-
Delete ICQ Voice protocol from protocols list
-
Add the signature ICQ Voice to the protocol ICQ VoIP
-
Reapply the fixed policy
