Problem Description
The management agent in the SCE runs a thread that is responsible for performing different operations if the SM/SCE subscriber API connections are down for more than a configurable timeout. The management agent fails to kill this thread at the end of its run; thus, when there is a high number of disconnections, a large number of threads are created and the free memory of the JVM is reduced to a point where the garbage collection takes a significant time and causes performance degradation.
Background
SCE platform runs Java-based management agent which is responsible for PRPC connections between the SCE and SM / SCE Subscriber API / SCA-BB site manager / serveconf application.
Problem Symptoms

Failure to apply application configuration - GUI does not finish the apply and gets disconnected

Reduction of logon operations rate on the SM/SCE subscriber API. This can be verified by running netstat -a command on the SM/SCE API machine. The TCP window for the SCE experiencing the described problem is decreased to 0. See following example:

Run the following CLI in order to shutdown the agent:
SCE2000(config)#>no service management-agent

Run the following command to verify the management agent is down:
SCE2000(config)#>do show management-agent management agent is disabled. management agent is not active management agent does not use any access-list.

Run the following CLI in order to startup the agent:
SCE2000(config)#>service management-agent
-
Run the following command to verify the management agent is up:
SCE2000(config)#>do show management-agent management agent is enabled. management agent is active, version: SCE Agent 3.0.3 Build 20 management agent does not use any access-list.
If one of the stages fails SCE reload is required.
