Cisco is adding two new SKUs to the Cisco® 3800 Series Integrated Services Router product family: C3825-NOVPN and C3845-NOVPN. These two new SKUs have received an unrestricted export classification from the U.S. Department of Commerce, which means that, in most cases, government customers in countries located outside the EU "license-free zone" in Asia and Pacific, Commonwealth of Independent States, and Latin America regions are authorized to obtain these SKUs without the associated export clearance license requirement.
The standard 3800 SKUs, CISCO3825 and CISCO3845, currently have a restricted U.S. export classification, meaning that a U.S. export license is generally required for government sales outside the EU license-free zone.

Compared to the current 3800 SKU, these new SKUs exclude VPN payload capabilities and secure voice capabilities. The new SKUs, C3825-NOVPN and C3845-NOVPN, provide investment protection by supporting all the network modules, HWICs, and Advanced Integration Modules (AIMs) (with the exception of AIM-VPN modules) supported on the existing SKUs in the Cisco 3800 product family.
